France Napoleon Coin Ashtray

Small brass ashtray with two coin-like pieces, one with the design of several France coins 1807-1814, the other I have not been able to identify.
The box is about 1.5 x 1.5 x 0.5 inches, overall length with the handle is 2.75 inches.
