Keith John MORRIS

• Over twenty years experience in designing and supporting applications for government and private sector clients in Victoria, Toronto and New York, mostly via own development company - K. J. MORRIS ASSOCIATES LTD.
• Responsible for, and supervised the operation and data integrity of large mainframe databases, including upgrading legacy systems to modern technology, and ensuring reliable communications between globally distributed sub-systems.
• Proficient in designing and developing applications on PC and mainframe computers, especially gateways to large mainframe databases requiring a high degree of data integrity, and the network procedures necessary to connect them using the client/server approach if/as appropriate.
• Experienced in all user aspects of the Internet and World Wide Web, including creating effective content using HTML and graphic images.
• Proven self-starter - able to flexibly handle and solve (on emergency basis when required) "ill-defined" situations, independently or within co-operative teams.

• Deputy Returning Officer with ELECTIONS CANADA for the 2006 and 2008 federal Canadian elections, and Voting Officer for the 2009 provincial election.
• Enumerator with STATISTICS CANADA for the 2006 Census of Population & Agriculture.
• Delivering newspapers for the "Saanich News" (mainly for the fitness benefits).
• Major contributor to book ("Interesting Times", ISBN 978-1-877479-00-7, since reprinted), with John Robinson and Kristin Hughes as editors, on the early history of engineering computing in New Zealand 1961-1973.
• Created computer system to analyse member availabilities and preferences so as to allocate dates and times for SHORT MAT games at the Oak Bay Lawn Bowling Club.
• On-going development of algorithms to optimize currency trading operations in association with "Clear Advantage Technology" (a New York trading firm). This is a part-time contingency contract and is temporarily in recess until the markets settle down.

Project Development, Database Design and Management

• For the BC STATS branch of the Ministry of Finance and Corporate Relations (now Labour and Citizens' Affairs) of the B.C. Government.
  • Created courses for APL and EXCEL applications.
  • Taught courses on all aspects of computing (esp. APL) to other staff members.
  • Refined Transportation Funding Model (in conjunction with the Ministry of Education) for the transportation of students to school by calculating the road/ferry distance between home and school using the Digital Road Atlas(DRA).  This involved extensive additions to the DRA and development of minimum path algorithms using the DRA as the basic metric.
  • Created numerical database for the BC Government Treasury Board containing the non-confidential subset of socio-economic time-series (BC STATS STATBASE).  Maintained and extended software for same, including adding interfaces to EXCEL, etc.
  • Developed enrolment forecasting system for the Ministry of Education.
  • Enhanced output options for the BC STATS small area (Municipalities, School Districts, etc.) inter-censal population projection system.
  • Developed, in FOXPRO and EXCEL, system to produce monthly Export statistical report from STATISTICS CANADA raw input.
  • Adapted small area projection technology (TREND) to forecast age/sex population estimates.
  • Various other tasks involving extensions to APL systems as required.
• Converted the following APL applications from DOS to WINDOWS, including developing/rewriting in APL+Win 4 Object Oriented mode:
  • For Mutual of New York, NEW YORK city, NY, their acturial model used to produce life insurance illustrations - in particular their "Custom Equity Model".  This included generating high quality graphical output on screens and network printers, and travel to New York as required to give presentations, etc.
  • For BC STATS created system to produce integrated statistics from the STATISTICS CANADA censuses from 1971 to 1996, and extensible to future censuses (CENSYS).  This, and other systems, included generating high quality graphical output on screens and laser printers, and the creation of .PDF outputs for use with Acrobat, via APL.
  • Graphical system which displays all demographic data for the Province of British Columbia (PEOPLE).
  • Employment Projection Model including interfacing to the Ministry's corporate EXCEL databases (EPM).
• As member of Y2k compliance team analysed a section of the REUTERS Numeric Databases for Year 2000 compliance.  In addition was principally involved in remediating all aspects of the SHARP APL applications in the REUTERS National Economic Databases to ensure their Year 2000 compliance.  Designed and implemented system to keep track of all Year 2000 fixes and source problem areas across all REUTERS APL database applications.
• Designed, developed and implemented pricing database for the INSTINET security borrowing and lending system (BLEND) and linked this to its security database containing over two million Exchange symbols.  (INSTINET is a subsidiary of REUTERS LTD. - the database so created is named GTSSDB = Global Trading Support Securities DataBase.)
• Created automatic linkages to large public databases, e.g. EXTEL's database for London (UK) Stock Exchange price and security listings.
• Revamped the I.P. SHARP security trading system (INSTANT LINK) by:
  • revising its security database;
  • adding text search for speedy lookup of security by name (or part thereof);
  • installing Position Reporting sub-system (i.e. all parties can get balance of traded securities with all other counter-parties);
  • adding gateways to clients existing mainframes and PC workstations.  This included creating mainframe servers for PC client applications written using Microsoft Access, and completely designing the message interface between them.
• Developed interface to ORACLE based message system (LOAN-EX, used to borrow and lend securities internationally, developed using CASE technology and SQL database access).
• Key member of development team which over several years built entire database management system (VIEWPOINT) from ground up using high level mainframe language SHARP APL, including sole responsibility for: FILES section of the screen product; utilities to access the online databases from APL; asynchronous access to databases.  Maintained MABRA (predecessor to VIEWPOINT).
• Provided 24-hour coverage (via telephone pagers etc.) and immediate maintenance for critical systems.
• Developed extensive suite of software to provide geo-based statistical and planning information based on STATISTICS CANADA files, at aggregations down to the census Enumeration Area level for B.C. government ministries.
• Participated in setting up BCSC (British Columbia Systems Corporation) INFOCENTRE by installing and maintaining VSAPL and related products: APLDI (APL Data Interface); ADRS 2 (A Departmental Reporting System), and the Interactive Chart Utility (ICU).
• Provided econometric and financial modelling services for the British Columbia North East Coal Development Study.
• As Chief, Statistical Analysis and Simulation Studies, developed and supervised building of financial models (North East Coal, Labour Force survey, Consumer's Price Index, Census data extraction systems) for Ministry of Economic Development.   Was provincial delegate to STATISTICS CANADA Federal/Provincial Committee on Administrative Records, and liaison thereafter.
• Assisted with pilot study on the 1991 Census of Population to improve coverage by reducing the undercount, using SQL in DB2 database system at BCSC to create universe of postal addresses from administrative systems - BCHYDRO, BCTEL, etc.
• Developed major systems for geo-coding postal codes and Postal Address Matching System for administrative records - these were implemented on both the MVS operating systems and VM/CMS at the University of Victoria.
• Experienced in using Internet applications (Mailers, File transfers, WWW browsers and HTML processors, etc.).
• Developed PC GUI application (System ZERO for Ministry of Social Services and Housing) using APL+Win Object Oriented tools.
• Developed other non-Internet PC client applications for mainframe E-mail systems.
• As Project Manager set up the original B.C. Business Network (predecessor of BC ONLINE) on VAX computer.

Communication Skills

• Wrote formal Test Plans for Year 2000 compliance for some of the REUTERS Numeric Products.  Wrote or reviewed all test scripts for the REUTERS National Economic Database products.
• Produced clear technical documentation and user reports on all phases of projects undertaken, vital when working in distributed environment.  These included weekly status reports where appropriate, and extensive user manuals.
• Wrote terms of reference, interviewed, selected, trained and supervised contract personnel.
• Experienced in using modern WYSIWYG word processors, as well as the content driven markup languages (HTML, XML, Script, etc.).
• Created and gave technical courses on the applications listed here.
• Advised internal and external clients on wide variety of user problems in database and systems areas, and specific implementation problems in PL/I, FORTRAN, SPSSX, Assembler, etc.

• Have attended courses on and extensively researched ORACLE Corporation's latest CASE tools, Designer/2000 and Developer/2000.  Also been on courses for XML, the Internet protocols, etc.  Have installed on my computers to assess their strengths and weaknesses, and explored in detail: Visual C++; Visual FOXPRO.
