Des Connor is a consulting sociologist (Ph.D., Cornell, 1963) and president of Connor Development Services Ltd. of Victoria, B.C. Since 1968 he has designed and managed over 350 public consultation programs across Canada, the United States and overseas.

In 1972, he started giving workshops on "Constructive Citizen Participation" and began a quarterly newsletter with the same name. He published a resource book in 1981 and made an instructional video in 1990. His most recent publication, Public Participation: A Manual, was published in 1996. He is an adjunct professor in Simon Fraser's School of Resource and Environment Management. He has been called "Canada's most experienced public participation practitioner".
