Welcome to
The Barnard-Boecker Centre Foundation

The Barnard-Boecker Centre Foundation was incorporated as a registered non-profit society in 1996 in British Columbia. The Director is Theresa Wolfwood of Victoria.

The aims of the BBCF are:

  1. To create, to develop, and to encourage programs that promote social justice, peace, sustainability, diversity and community, through research, writing, film and art; and
  2. To organize public events that will contribute, globally and locally, to knowledge and awareness.

“The quintessential revolution is that of the spirit...It is not enough merely to call for democracy, freedom and human rights. There has to be a united determination to persevere in the struggle, to make sacrifices in the name of enduring truths, to resist the corrupting influences of desire, ill-will, ignorance and fear... “  Au Sung Suu Kyi Leader of democratic movement in Burma, elected but under detention for years.

Believe in an Ongoing Universe
Poetry & Images: by Theresa Wolfwood

“Terry Wolfwood's passion is on the printed page, this time in the form of a beautiful book of poetry and images. Well-known to audiences from Asmara to Berlin and Chiapas to Yellowknife, Terry's heart was in her hand when she wrote these lines. Believe in an ongoing universe is a reminder that activists are human, that peace is possible and that courage is a prerequisite for pathfinders. I recommend that people take this book and read it under a summer tree, in school rooms, in peace rallies. It is a gift." Carolyn Pogue, Calgary. Alberta Co-founder of The Art of Peace: A Camp for Kids & author of  "Seasons of Peace" and "After the Beginning”

Free Liliany Obando! Libre Liliany Obando
FREE Liliany Obando, Political Prisoner in Colombia

Liliany visited Victoria twice in 2005 and 2006 to tell us about the human rights abuses and trade unionist killings in Colombia. She was arrested on August 8, 2008 and charged with rebellion and helping a terrorist organization. At the time of her arrest Liliany was researching the killings of peasant leaders in Colombia.
image1Targeting Liliany and other social justice activists is a structured tactic on the part of the Colombian state. Canada is in the final stages of a controversial bilateral free-trade agreement with Colombia, where the administration is embroiled in a scandal involving links between top politicians and the paramilitary forces.
Liliany in Victoria with peace poppies, 2006           photo:TW Liliany was on the cusp of finalizing a significant solidarity project involving several Canadian unions and FENSUAGRO. In conjunction with labour, agronomists, farmers, and researchers, she was working on an expanded development program to further assist rural workers at La Esmeralda. She and many prisoners are mothers who are seeking at the least, house arrest, so that they may be with their children. Liliany says she is not “special” , that all political prisoners are being denied basic human rights.

It is critical for individuals, unions, community and civil society groups, development agencies, members of faith communities, academics, students, and concerned citizens to show their solidarity for Liliany. We must express our opposition to the unjust detention of this important Colombian activist, scholar, and worker. Please demand that Liliany Patricia Obando Villota be released, have all charges withdrawn, and be treated as a democratic citizen.
